Once copied to there the xxxx.civ5mod file should extract itself the next time you start the game and go into the game's Mods Menu. This is why so many people ask for direct-download links, or else they use the SteamWorkShopDownloader website to directly download the mod's civ5mod archive to their downloads folder, and from there they can extract it themselves or copy it into the game's MODS folder Documents/My Games/Sid Meier's Civilization 5/MODS. Steam Worksop is notorious for not actually downloading mods you have subscribed to.
